Happened to be twice so far.
It's really surprising how often this occurs due to it's specific nature. It occurs to me: Why a comic out of all things?
Even better is when you try to explain to them the time it takes to create each page if you wanted the comic to be done with any sort of effort. The time it takes to create one page is usually more then what they've committed their comic onto writing it out.
tl:dr version: No one works for free when they are working on the majority effort.

I really want to make a comic series, myself, since I believe I have some very original ideas, but I learned long ago that I can't expect to just randomly find someone who will do it for me, and for free. I, too, really need to learn how to draw better if my bigger ideas are going to be shown in graphic novel form.
That being said, I admit jealousy for those people who DO get their comics drawn for free by various artists. I know a few examples in person.

I don't think Axe Cop is a good example. People who enjoy it do so in full knowledge that they're following the creative thought-processes of a five-year-old boy, and taken as such it's pretty magical. Something like Jack, which is written and drawn by a grown man and which is bogged down by the author's bloated philosophising and portentious babble, might be a better comparison
Axe Cop was used an an example due to being a flash-in-the-pan "I don't get it" kind of comic. Yes, it becomes much more heartwarming when you realize it's a comic done by a 5-year-old and his brother, and thus it resembles Calvin and Hobbes, but... when you get right down to it, it's a case of the art being propped up by the writing.
Jack doesn't quite have a point where the art is better than the writing... not without inviting guest artists in, at least.

As I've started art fundamentals in college back in the fall I know that drawing is definitely labour intensive. And pricey if you're not drawing on the computer.
I dunno, some people are lucky and draw quickly and still do it great, I have a long way to get to that point.
But yeah, I highly doubt anyone would ever agree to something so outrageous as that. XD;

The artist will do one, maybe two pages, and get bored.
The writer will then find another artist, not nearly as good, who will do six or seven pages.
The story will then end on a cliff-hanger and they'll talk and talk and talk about it for years.

For any artist that has wandered to (dare I say it) gaiaonline, there are a million of these.
I had one person even go to the lengths to build a contract where I would only get paid if it makes a lot of money. I actually took the time to read it, it was made so the writer gets off scott free and doesn't have to do anything but I would be obligated to keep drawing until done. -_-
