Yeah they're not criminals, just henchmen. Or rather hench... whales.
It would be a bad look for a Landlord if their mercs go around terrorizing law-abiding citizens. Of course it doesn't stop all mercs from being dicks, but they're usually paid enough to live a rather luxurious life anyway and are respected as authority figures. So no need to steal from common folk.
