There's a difference between being "learned" and being "smart". She may not be articulate or book smart, but that doesn't mean she isn't able to think for herself and come to logical conclusions. Jinjur, on the other hand, is so blinded by arrogance and self-entitlement that she's rendering herself effectively stupid.
I would like to point out that I think guns are Jinjur's weapon of weakness as she seems to be shooting herself in the foot over anyone she actually want to harm.
Like seriously Vyschuss is a lot like Murphy except much smarter (no offense meant to Murph). You really think she became a brigade general on brawn alone? Particularly in a militaristic society? I'd even argue that Vyschuss has a better grasp of strategy than Jinjur since she clearly knows when to cut her losses.
That and her vocabulary seems to comprise of a seven letter word Jinjur seems to forget exists.

Actually, both girls are generals "as compensation for having to wait so long for the Duchess to choose an Heir," according to what Fred wrote in his Diary. They have been Generals for only a couple of years.
