Easy. Put a loop on the slider. At the end of the zipper track, have a second loop. Line the loops up, and thread the padlock through the loops. You have now locked a zipper.
The far more common way (as used by paranoid plane travellers all over the world) is to have 2 sliders on the same zipper, each with a loop. When you bring them together, the loops line up, and you can thread the padlock through them.
You can also incorporate a locking mechanism into the zipper slider itself, which will pervent it from sliding up or down the track when engaged, but this causes mechanical stress and might damage the track if a forceful opening attempt is made.
