This is Charlotte, Horseman of Famine, Incarnation of Greed. Due to a traumatic event Charlotte handed the whip over to someone else and ran. She vanished for many years and was finally found by Rose and Dae... in the form of a five year old child. It took several hundred years but Dae finally did something to return Charlotte to adulthood.
