I've never heard of a library where you couldn't read outside books. You're allowed to do all kinds of things in libraries normally, long as you aren't making noise or eating/drinking. People listen to music, go on their computers, work on things at libraries... It's a public building with a free service, so I don't see why a library would care if you're reading non-library books.
