I can't remember what series I read it from but there was an instance where security was told to check for spies. They thoroughly checked everyone and found everything was fine. They were told it would leave people uneasy, so they were told to randomly select one to be detained and executed as a spy to appease the brass. It's just the way people are. Random accidents or situations without blame make us feel powerless and impotent so we find someone to blame and devise ways to punish them. Like he said, they need to do this before people start to behave rationally
