
So this is a continuation of my fantasy setting. There are still Elves, Orcs, Halflings, etc.
In the 1890's, a war nearly wipes out civilization. Society collapses, and the world becomes a desolate, lawless wasteland. Over time, Humanity would recover, building new towns and cities, rebuilding the crumbling railroads and even improving old, forgotten technologies. 200 years after the war, Humanity is doing pretty well for itself. But although humanity has recovered, governments and nations have not. Towns and cities are independant from eachother, more like city states. With each governing themselves. Most areas are relatively peaceful, others more wild and untamed. Certain areas still bear the scars of the war long ago, and some areas are completely uninhabitable. Valleys blanketed by a thick layer of poison gas which still lingers to this day. Only airships can safely cross over these regions.
Humans are the dominant race now. The Elves, Orcs, and others are very rare to encounter in these times. But they say there are still Elves around that remember what life was like before.
Technology is pretty much at the level it was in the 1880's-90's, with some exceptions. Telegraph wires are how information travels, most guns are black powder, and trains, ships, and airships all still rely on steam. Gaslights illuminate cities at night rather than electric lights, etc.
Over time, witches have started to make a comeback. Before, very few people even believed in them, and the ones that did exist were hunted. But now, everyone believes in them, and most people have at least seen one. Witches don't age, due to their magic. Some appear younger than others, but they all appear very young. Aside from that, they're just as fragile as Humans, no "witch killing bullets" required. (Although manufacturers of ammunition still occasionally market them, to make a quick buck off people who believe in that sort of thing.) The witches can be good or bad, just like anyone else.
Think of it as a mix of 'Kiki's Delivery Service,' 'Castle in the Sky,' Fallout, and the Wild West.
