( this took way longer than it should have, i owe the help in editing to my friend https://www.furaffinity.net/user/beathebehemoth/ as well as to them for making the two characters. Ori is the one on the left and belongs to them. And Ember is the one on the left. With that being said i hope you all enjoy and thanks again to my friend for editing it <3)
There is no way to quickly summarize the impact the Bureau had on the capital city and the realm itself. It is quickly the largest workforce as well as the main guards for the middle and in special cases the outer ring of the capital in Ethereal. Those who work hold a brand on their arm to indicate their position and doubles as a means to be sent straight back to the Bureau if their soul is destroyed
For starters it’s origin. The Bureau was founded and is still currently run by a god dragon called Ember. Their beginning was like many others in the realm, their soul was destroyed in its entirety and thus their soul seed was sent to Ethreal What was different from them and others however; is they had a powerful god kobold servant named Ori, found the point where Ember was cast into the realm without knowing how to tear open a portal, went and plunged into the Blood Sea. This made Ori one of the first entities to perform such a feat of tracking down a soul seed within the Sea. To any who do so would know that this act would slowly damage one's very soul as the Blood Sea is comprised of corrupted essence, but Ori did not for a moment stop. Grasping their master’s soul seed they quickly shot from the water and clutched it to their chest as they swam to land. As to what happened after is unclear as nothing further was told.
But Ember upon rebirth was met with a thankful Ori who ironically at the time was more powerful than their master. Fiercely loyal to their master, Ori quickly surrendered that power to Ember and aided them as both took a crash course in the capital city. The two made a name for themselves, both became attuned to the seeds of souls and started to rescue them. They found that pure, uncorrupted essence can reform beings faster as well as allowing them to make the soul appear. However; they wished to give them full control of to make the being itself.
So, Ember and Ori quickly gathered a workforce and helped them tune into soul seed frequency, and not soon after they caught the attention of the capitals Empress and Architect who eventually reached out to them. During this an opening for a chair at the council of 5 was open. This council being the capital’s leaders which had been vacant for a while, ready for a god to take. In order to better fund their unique efforts and learn the process Ori discovered, The Council gifted the seat to the dragon despite the other gods who been there longer, making them upset that a random god came from no where and took the chair so easily.
The reason for The Council to do so is never having one before perform such an unimaginable feat of tracking down a soul seed and confirming the existence of them. to dive into the sea was seen as suicide, yet for Ori to do so and save a soul seed and remake a soul from an imprint would prove to be a valuable thing to support and further the empress’s goals. When Ember became a member on the council it further made their Bureau gain reputation and more flocked to be hired. They soon had a half-billion workers all with the common goal, to speed the natural order of soul repair and help get them new existences, or hired on as staff members, or even sold to the highest bidder.
There are 3 jobs in the Bureau that are the key points of it. The searcher, the reclaimer, and the devourer. Each a key role in the purpose for the Bureau’s goals. This does not mean everyone is just one of these roles. In the very beginning, there were those who filled all 3 positions, but many have taken the option of being in just one position and very rarely stayed as all 3, thus making a sort of elite guard for Ember as they held a lot of power. It is important to know that they only deal with the Ethereal Realm’s natural process of soul seeds and do NOT go into other existences and prevent a soul’s destruction as it is an impossible task to predict.
First, we shall speak of Searchers, Searchers are those who are the most tuned to souls for the means of locating a rift point. Rift points are the areas in which a soul passed from existence and through this, they send in Reclaimers to find the seed. They spend the majority of their time in the main office and mediate to seek out the seeds of souls. One of the few who are almost as tuned into the realm as the Architect and Cartographer. But the Blood Sea obscures the location of the soul seed itself but there is a way they found around that which would send the Reclaimer to plunge into exact point the seed did.
For more details, we shall discuss Reclaimers . They are not made up of gods or any powerful being. Instead, Reclaimers are the weakest possible souls, this is due to them being able to cheaply go to and from Ethereal to whatever existence they need to be to track the point of soul destruction. In infinite, there is overall an abundance of ways souls get destroyed through some sci-fi machine accident to even some god or devil having devoured and digested the soul itself. The latter is definitely a cause for problems as the origin point of soul destruction moves with the being who did so. Meaning they must end up in the same position. At least that was how it was in the beginning, and is still an optimal way of doing so but a less fatal way was to be around the being long enough to gather an imprint of that being's soul that was destroyed and make their portal. As the imprint acts like an address they can use it to send themselves to the point the soul was cast into the Blood Sea and locate it. Alternatively, they could be devoured or what ever the being did to the last soul and have their own soul ‘destroyed' and sent to the realm that way. At this stage they can sense the location of the soul seed and make their way to it, upon doing so they hold it firmly as they recall themselves back to the Bureau with soul seed in hand. They and the Seekers make up the bulk of their workforce, but the Devourers are too an important aspect of the company.
The Devourers make up a tenth of the workforce of the Bureau but that is due to their specialization and role they serve and the role they used to serve in the beginning. In the beginning, the devourer would act as sort of a “frontier justice” and balance the workload on the Seekers and Reclaimers by taking out beings who seemed to destroy vastly too many souls. The difficulty in this was the fact some beings just could not ever be matched. The limitations of breaching into existences to take on an unknown enemy quickly became far too great of a hassle to go up against and success rates averaged around 30% and that’s only due to that 30% made up of non gods or devils. Any time one tried to go up against a god or devil, even if they too were one, had faced many disadvantages.
For starters even though they can regain essence quickly, the initial entry would have them immediately face the enemy unprepared. Often bested well before they had a chance to match the power level and meet the same soul destruction fate the god or devil did to so many others before them. Sometimes it’s the overconfidence that causes the devourer to make mistakes and end up beaten by even weaker beings. They quickly were reworked to a more fitting role as a support to the Reclaimers and make sure they reached their target by any means.
They also when not as a support act as the middle rings capital's guards. Being the best equipped to enforce the rules that the ring had and make the living conditions of the weaker beings less hostile. Due to the Devourers work they are less sought by gods and devils to fill the roles. So instead of recruiting, the Bureau often claims god and devil soul seeds and makes them fill the roles and the free will often make the permanently bound Devourers unhappy as they were cheated to becoming a true deity. This caused them to be not be seen as powerful beings by other gods and devils and harassment happens often. But after the first Ethereal war, the opinion of them changed to that of peacekeepers who defended the city to the best of abilities during the wartime. And some even wanted to join after the fact having been impressed with the response time and effectiveness the Devourers possessed.
Now that the jobs have been explained in detail, it is now time to discuss the contingency plans in place on the most likely result of the soul destruction of Reclaimers and Devourers as well as the unlikely destruction of Seeker souls. It is important to note that over a long time the plans and methods improved or were abandoned due to it being harmful or costly in doing so.
The one universal thing is the brand on the arms of the employees isn’t just to identify those who worked for the Bureau, it bound the soul to that employment. In its beginning, it was the most painful process a soul could go through besides its own destruction. It was never to be taken lightly as one's very existence is forever marked and even upon a soul’s destruction, the brand is on the seed of the soul. At the current moment, it is uncommon for anyone but the Bureau to know the means of this but in infinite possibilities, there are rare cases.
The ritual that involved this used a unique metal that was crafted through refined corrupted essence and the flame from a soul forge. A soul forge being made from a god soul and a galaxy core and can manipulate and create any being with a soul seed. But in this case, it is used to power the brand made from corrupted essence and it is stuck to the arm of the bound recruit. It is not a quick process as gods take hours to fully brand while normal mortals take 10 minutes but in that time nothing but mind-numbing pain is felt with such intensity you are denied the bliss of blacking out and if the ritual is interrupted the pain will be there permanently and no amount of rebirth can cure one of this pain as it is a scarred brand.
That is why the one who did this procedure was one who had such a fate, the one lone job of a brander was taken by a god who resisted the process and knows only pain. But over time it became a part of them, living in regret and making sure to never allow one to resist as they had.
Now when it comes to how it works the brand automatically will send the seed directly to a pool of corrupted essence in the basement of the company building. It serves as the rebirth area and the brand also is one of the few ways a destroyed soul can regain their entire being and memories. The ones who preform the rebirth are Reclaimers who dedicated their lives to the task and despite not being gods have such delicate care in treating the seeds. Course this soon had a bit of a twist as time progressed.
Shortly before the ethereal war, the brands became far more sophisticated and the process of recruiting is far different now and very rarely would any fully formed soul be allowed to undergo the painful process.
For starters, it is now lately realized the painful results would be spared if used on an already destroyed soul seed. Being able to not have to bypass the physical body and soul of a being and apply it directly to them. Rebirthing them into their new job with no say so. Due to the permanent effect, the brand has many who were brought in found it mildly uncomfortable, to imagine they were bound forever was difficult to adjust and live with. But propaganda and positive response from the citizens of Ethereal quickly calmed the new employees to their position.
The new difference in this method was the specializations were introduced and each had a unique ability that made the 3 main positions stand out.
Seekers had been given a brand that would better allow them to attune to the seeds of souls and ultimately perfected their ability to find souls and fewer Seekers were needed than the traditional all-around employee they used to have. By having a specialist, they now worked far more effectively, and more seeds of souls get found well before a reclaimer is free to preform that mission.
As for Reclaimers, the most notable feature is due to their already weak soul upon soul destruction they will fall into the Blood Sea, not as their soul seed but their old body. The brand was made powerful in a way that would instantly reform the soul and body immediately after its destruction. They also were able to resist the Blood Sea almost entirely, able to swim days if needed to get the soul. But rarely does that ever happen unless its to save a particular soul seed that holds some meaning for whatever reason.
In the case of Devourers, their brand was more to improve the overall speed they regain their power. Since almost all of them were composed of gods or equivalently strong souls they already possessed a strong means of gaining essence but the brand itself went further and rapidly replenished their power but as stated prior it was not quick enough in most cases. And given how they abruptly reached their target the second they leave the portal it makes it a rather pointless brand that many only seen useful during the First Ethereal war.
Now ultimately many might wonder why go out of one's way to get the seed of souls when the natural order of the Blood Sea eventually makes a new soul anyway? The answer is simple, power and preservation. By getting the seeds of souls one could shape whatever they want of the new being it will become. In the case of the Bureau, it is 2 parts.
In the first case it allows for a greater workforce of recruits, by making the employees it saves the point in recruiting those who come in with their own independent thoughts prior to employment and the unknown factor of most made Ember feel paranoid of one of them trying to usurp or mutiny their leadership as many do for the chance of having power in the capital city. The practice of making employees has doubled the workforce Ember commands and further cements their place as a member of the capital’s council.
As for the second, part, certain unique or powerful soul seeds are often exchanged and sold. The essence is the currency in the realm, and many are willing to pay top “dollar” to possess the rare and unique soul seeds that might be found. The appeal of crafting your own servant or guards is well sought and the Bureau ultimately relies on this trade to build up their own workforce and improve quality of life for them. Ember ultimately does not flex power as some might and seeks to truly aid others but at the same time wishes for themselves and his employees to do so in luxury.
The Bureau has many large sky scrappers across the capital cities middle ring, and each are beyond massive and house millions of workers. There is a North, South, East, and West Tower and then there is the headquarters that is within the inner ring and restricted to only high-ranking employees. The headquarters is the second tallest building in the entire city only under the very center tower of the capital which would be easily double the size of the headquarters itself. It is among the most obvious to be seen at any point in the city and is not just a large thing of offices as it possesses employee exclusive clubs, bars, restaurants, pools, arcades, and even a mini amusement park with rollercoasters and other rides. The space it has is half-filled with entertainment for employees while the other is offices. It is important to note only the headquarters has this level of luxury while other buildings have a pool and bar/restaurant mostly.
Employees are paid handsomely and are not treated as slaves, allowed to go freely into the capital to enjoy its pleasures or browse the almost endless stores. It was a job that came with many boons as some still are grateful for their service to protecting the city and receive discounts in many places. Course before the war they were treated normally by a business viewpoint. The result often with those who work for the Bureau is a life where the idea of dying is long forgotten as they know their employer has gifted them. True Immortality and that being filled with any desire they might have ultimately would have them ask. Why would anyone want to quit such a wonderful job?
