When Lord Virmir is in his dragon forme, he can't use magic at all. However, he should really start eating more meats but he can still have veggies. He needs to eat more proteins, such as steak, turkey, and beans. Since he can breath fire, why can't he cook the meat with it? Ain't you being somewhat greedy and demanding, eh Lord Virmir?
