
A new challenger!
Sick and tired of the broken Toon Wands, a team of developers used their imagination and a little bit of magic to create OpenWand, a product that actually works! The hardware and code were released under the GTL (General Tooniness License) and a few additional terms in a standalone EULA.
Of course, nobody reads those things.
"3.8 - Tooniness
If you are already a 'toon, then you may skip section 3.8 of the OpenWand usage statement.
It is a requirement that you have to be a 'toon to be able to use this wand. Upon starting the setup process, that is, as soon as you touch that NEXT button, you will be Toonified by the OpenWand. The Toonification process is NOT REVERSIBLE. The Toonification is necessary in order to enable you to use the full capabilities of the Wand (and to cover our tushes in case the wand actually fails and self-destructs, which likely isn't going to happen. Did we mention that we like seeing more cute fuzzy soft squishy 'toons?).
3.9 - Pantlessness
During the Toonification process, you will be pantsed. Pants are no longer a requirement, but are optional. You are free to put them back on as you please, but you have nothing to be ashamed of. Also, a 'toon without pants is adorable and is also a fashion statement."
To me, this was a test of my abilities. Never before have I attempted the lineless background. How I was successful with it, I have no clue. I got frustrated as to how difficult this was, but eventually I got it. This also employed a different shading technique. In general, the image was tough to do, but quite satisfying in the end.

I really like the colouring in this one - it's rich in most places, especially the character. Since you are trying to attain perfect tooniness, however, I have a few suggestions.
Firstly, it's very very flat. The background doesn't seem to have any depth, and collides with the character in a most uncomfortable way. Very little composition here, so you need to think about that. If you don't feel like using proper perspective, consider Oblique Projection, or Isometric projection at least, since these are what were used on TV animation to avoid the problem of scale. You don't have to keep everything really rigid or straight, either. So long as the projection remains at a consistant angle, you can bend and twist the vertical however you wish. :P This will make your toons MORE toony, since toons aren't flat. They cannot be constrained to two dimensions!
Remember to keep background objects away from the sillhouette of the character. Bend your backgrounds, position them so that they draw the eye back into them. If you have horizontal and vertical lines, the eye will be lead off the page. Always curve them when you can. It's just good compositional sense, and it looks more natural.
The structure is pretty good, watch out for that tail, though. It looks pretty much like it's stuck on in two dimensions. Figure out where the tail comes out of his back first. The human hand also, needs a bit more thought about where the palm is - it looks clubbed at the moment. Hands are hard though, don't worry.
I think his posing is a little conservative for a toon. Wild him up a bit, but remember your composition. The rule of thumb with toons is: Whatever you think is wild enough, increase by 50%.

Sounds better than my wand, all mine usually does when I try to use it is make Skittles rain from the ceiling, or occasionally turn someone into a full-size plushie version of themself. (Just ask macropus, they could probably tell you all about it...)
This pic is amazing! I love how you've worked in all that color into your shadows! I love how smooth everything looks as well! The pose is great! I like how you've angled the arms to move the viewer's eye around the figure, then you lead it right back with the curving of the tail. Wonderful! The expression is fantastic and I love the symbol on the wand! Nice touch! I also love your background! It has that tight, crisp look that reminds me of the backgrounds in that show "Oggy and the Cockroaches". You sir, have style to spare! =3
