This is Kushin Thimblemaw, he lives in Skavenblight. His right arm is blood red because he dyes his own fabrics, and just dips that arm right the fuck in. He wears it proudly, as if to say "Look-see, I got the best fuckin dyes". It's definitely not meant to cover up any inconvenient stains or splatters. He's really good with needles 'n makes clothes for the higher class skavens.
