I can tell he's a dog, but I don't see the beagle.

It may be clearer when the colors are added. But, what specifically would you recommend to make him more beagle like?

It's difficult for me to say because I lake terminologies that would discribe the face, but that's where I see most changes needed. Beagles just have a look about their face that I find distinct. I guess they have a more puppyish look to them? I also noticed that he looks a bit more toon-like with the big eyes then the art style in the pilots sketches? Does this mean that the style of the show has changed?

I'll be taking that up as the concept art moves into phase 2, when we start discussing fine details. Thanks for the feedback!

"Pilot sketches" is where you're confusing me. These were the first pieces of concept art I posted, so I'm not sure what you're referring to?

The stuff I'm talking about are the two videos posted on YouTube to demo the project. The art style of those clips seems different then this, if that makes any sense.

I believe you're speaking about Zoo U. This is a different project completely separate from this.
