Teodor's aim there was to stop him from saying anything else that he'd have to take seriously as well as to emphasize that there are some firm limits on what a human can and cannot do. I'm not saying it wasn't a tad high-handed (because it was), but Teodor is and was not feeling particularly generous to Nestor, whom he holds far more responsible for past events than he does Dacien (for example).

Before Teodor greet Lord Green,
"Very peculiar. I wonder if Dacien knows anything about it."
"Who?"
"Indeed,"...
I do not understand that "indeed," respond. Is that a sign that Teodor doesn't want to continue the conversation, or is just that his line got broken off because of the door and Lord Green appearance?

Teodor's wondering if Dacien knows anything about these raids, and does not wish to discuss Dacien with Nestor.
Teodor believes that there have been raids, but does not believe that minotaurs were involved.
Lycaili and Ourobouros encountered, some time back, some raids that now, in retrospect, might have been peculiar, and that's making him think.

It is always amazing to me that Teodor can manage to consider over a lot of things, and still manage to talk about it while there are different conversation goes on...
I can see Teodor is not really...how should I put that, nice? to Nestor than he had to Dacien. As he really should not be in that kind of mood. Come to think that Teodor was thinking to send Nestor with Dacien, it felt right to feel that Teodor acted as he was trying to keep some kind of distance with Nestor...but then it felt not right.
Wasn't him being object on that matter? I thought Nestor wasn't going to go with Dacien.
Aw, Lord Green noticed that Dacien can create mages...
But, lets go back a little...
I suppose I missed something with their, Lord Green and Teodor, conversation.
Lord Green wanted a favor, that part seems ... ok. We suppose not to know it, maybe.
Than...what was Lord Green intended to talk about in the council in the morning?
It seems that he wanted to be gone at first, than it seems like he want some sort of company.

Teodor is used to talking about a lot of things, and it's a good approach to managing Xavien.
Xavien has reached the end of his lifespan; he's starting to age again. Physically, he was about 33 (and he's now 38). Minotaurs live (without magic) to about 120, so ... he's got about 90 years left. This doesn't very long to him But he does NOT want to live if he starts suffering from dementia (like Lord Ember), so he's putting the decision of his care - if and when he's no longer able to make decisions for himself - in Teodor's hands.
Yes, Xavien figured out that Dacien can make mages from Teodor's oblique questions (Xavien's a pretty smart fellow when it comes down to it, and he's always suspicious of Teodor and 'new things').
The reason Teodor wasn't rebuked - because Cresphontes didn't appear to want him rebuked - was that Teodor had discussed the project, if in vague terms, with Cresphontes. As Cresphontes tells Teodor later in Chapter One - he does NOT like to be surprised (at the point where he's thinking Teodor knew about Dapple and Kanail being twins).
Don't worry about your English, I assure you that it is much, much, much better than my Mandarin!
