This is Hikiji Haraku for Foot-Tech

He's about 5'5", which is very tall for people of his era.

Haraku was adopted into the Hikiji family as a son of Lord Hikiji (a generation older than the Hikiji of Usagi's world) from the head of the Neko Ninja clan as a political bargaining chip, sealing a deal between the Neko Ninja and the Hikiji clan to gain influence for the Neko Ninja over the Hikiji, as well as for Hikiji to gain permanent access to the services of the Neko Ninja clan.

Haraku is extremely embarrassed about his mostly self-inflicted facial scars, which he earned by being unnaturally clumsy for a ninja. However, what he lacks in physical skill (and he's no slouch), he makes up for in ruthlessness and his talent for strategy.

Haraku grows up to be a formidable general in the army of his brother, with strong ties to his family in the Neko Ninja. He has ambitions of overthrowing his brother and usurping his power.
