Judging from the facial expression, I don't think Cream is being intentionally mean. More likely, she saw tiny Peaches reaching up and was just overwhelmed by the cuteness. Unfortunately, little Peaches doesn't understand why she can't have her nutters, hence the tears. Still kinda sad, but at least there's no cruelty.
