haha this would be Cyrus, the boss of Team Galactic from Pokemon Diamond, Pearl, and Platinum. To be honest, I couldn't explain what a world without spirit would be like, nor do I know his reasons for wanting one to exist, All I know is that he's one bad dude and he has blue hair.
