No. It’s a patch for my fictional agency, the Zootopia Sheriff’s Office (ZSO), which is based in Zootopia itself (headquartered in Sahara Square to be precise). Bunnyburrow is not in Zootopia, as it is 211 miles away from there. As stated in the film.
