This here is Mehla Alurita d'Mimre, Archoness of the Verrisir Stellar Confederacy, in more formal attire. Since the Verrisiran homeworld is mostly tropical jungle, Verrisirs don't wear a lot of clothing. Also, she isn't smoking tobacco: she is smoking a special type of herbal leaves that give off a faint sweet smell when burned, and act as a form of relaxing agent. They are smoked often to reduced stress and are even used in cooking. Plus, they don't cause cancer or addictions like smoking tobacco does. Oh, the pipe she's using is similar to those used in Ancient Japan.
