the mist is made by "layered cloud" filter from PSCS2, and the stars are "constellation" from Alien Skin Xenofex 2 filter library (IDK if it is exact the same name... >.>). the first one you can get it when you have a Photoshop (any full version I guess...) , and Alien Skin Xenofex 2 .... IDK... it's been a long time when I got that so I am not sure if they are still available these days... >.>" but if they are, you should be able to buy them... just go for google search maybe? >.>
