I see you've done your research for this comic. The kanji on the Hammer seen in Mui's dream is the one for "Ox".
Which gives me some ideas, some may be ones you've already thought of since I can sometimes be a very good guesser.
There are 12 weapons, each one representing a specific animal of the Zodiac. These weapons are wielded by chosen champions, sworn to serve the Jade Emperor (or whoever you plan to have them serve in your comic.) Mui is the chosen champion of the Ox, hence her extraordinary strength, but she is not aware of her destiny. (The only one who doesn't have a weapon is the Cat, the missing 13th animal from the Zodiac. This is fine, since the Cat more than makes up for that with exceptional Kung-Fu skills.)
However, during Mui's training, her strength increases as she masters the "Seven Plow Oxen" (septem triones) and becomes a warrior of both East AND West! This is because she was born on May 15th, making her a Taurus in the the Tropical Zodiac AND the Sidereal Zodiac. Her mother was born on January 20th, and her father on January 19th, both in the Year of the Ox; the two middle dates of the Lunar Month of the Ox. This cosmic alignment could only be destiny, but Mui grew up never knowing this as something happened that separated her from her parents. She was then found by Nuam, the Panda, who took her in and raised her as her own daughter. However, her powers began appearing 9 years ago, and has since been glared at and ostracized by many of the villagers in Bamboo Grove.
However, destiny has a funny way of calling, and Mui may soon have to realize her destined calling... and fast!
Moves:
Earth Quake: By rising the hammer over her head and pounding the ground as hard as she can with it, Mui can make everything within a half-mile radius tremble. As her power grows, so does this attack to the point where she can make dents in the Earth, or make rock shoot upward to provide cover and barriers.
Boulder Pitch: Swinging the hammer like a golf club, Mui can raise a large chunk of Earth from the ground, and then quickly, swing the hammer like a baseball bat, sending a massive boulder flying towards enemies. In the beginning, she's only able to do this with boulders that are stationary or being tossed at her.
Hurricane Hammer: Digging her hooved feet into the ground, Mui can spin around rapidly with the hammer extended to create a tornado that can send dirt, and enemies flying. The downside to this attack is that it leaves Mui feeling very dizzy.
Oxen Kick: Planting the hammer's head into the ground, Mui can use her upper body strength to lift herself off the ground, holding onto the Hammer's Hilt, and kick with such power that it leaves hoof marks on her enemies.
Daruma 8: An advanced technique that Mui learns when she's able to start controlling her Chi and Chakras. By pounding the ground with the hammer, and sending her Chi into the Earth, Mui is able to make a pillar rise out of the ground. Then, using the hammer as a bat, knocks away large "Discs" from the Earthen Pillar, and sends them flying towards enemies. The "8" means that she has 8 discs that she can send flying.

I'm sure I can come up with more moves, but Mui is going to have a long road ahead of her if she has truly been chosen as "The Steer of Heaven".

I thought of a few moves for Mui when she's without her hammer.
When she begins training to harness her chi and chakra, her sensei starts her training by taking away her hammer. Before she can begin practicing moves with the hammer, she must learn moves without it first.
Some of the moves that Mui could learn include:
100-Hoof Stampede Punch: One of the first weapon-less moves that Mui learns. By channeling her chi into her arms, Mui is able to throw punches lightning fast. If channeled properly and evenly, Mui can throw 100 punches in 1 second without feeling exhausted. While her hands are clenched in fists, the impact of the punch leaves a hoof mark on her enemies' body (the true shape of the chi as it leaves her body with each punch). After landing all 100 punches, the opponent looks like they had just been run over by a stampeding herd.
Earth Bursting Fist: This move is meant to increase the amount of chi that Mui can focus into her arms. By putting a massive quantity of chi into her fist, Mui is capable of throwing an extremely powerful punch. When the punch connects, all the chi that's stored in Mui's fist is released into the rock, causing it to shatter. This move is extremely powerful, however it only makes rocks and non-living matter explode. It will not work on anything, or anyone, that lives. If this fist did connect with something living, it will cause a shock wave that will knock back both Mui and her opponent.
Ox Charge: This move teaches Mui to focus her chi in her legs. Mui learns this technique by being forced to pull a massive plow, the size of a 3 story building to till a large field. The only way to move the plow is to increase the strength in her legs, and that requires channeling her chi into them. After the training is complete, and Mui learns to harness her Chi in her legs, she is capable of pushing and pulling extremely large objects, and also run exceptionally fast when unburdened.
Buffalo Charge: A more advanced version of the Ox Charge move that requires Mui to focus chi into her legs and her shoulders. Focusing the chi in her legs allows Mui to run exceptionally fast, but she must also channel chi into her shoulders make them hard as iron. This allows Mui to plow into opponents with the force of a speeding train and allow her to smash through even the hardest of barriers.
***Also, since Mui goes into "Sexy Chubbeh" (or Super Chubbeh) mode whenever she eats anything with milk, these moves double in strength and speed. However, Mui's sensei teaches her to not rely on this mode, and focus more on being able to defeat her adversaries without this power. The only time Mui should use the "Sexy Chubbeh" power is when she absolutely must protect someone or something precious to her at all costs and needs the extra power to win.***
***In addition, it was when Mui had something made with milk 9 years ago that caused her to cause all the property damage. This was because she went into sexy chubbeh mode without even realizing it and couldn't control her strength. Since this happened when she was young, Mui doesn't remember what happened or why it happened. Since then, however, her mother Nuam made up a story that Mui was "Lactose Intolerant" and that she had to stay on a strict, milk-less diet. The truth is consuming milk or products with milk in them won't make her sick, but make her too powerful for her own good. It's only with her sensei's training that she learns how to keep this extra power under control.***

There this one concept I thought of a week ago. It's about the 12 chosen getting more classes like
Final Fantasy X-2 and 3. From the start they have to choose 3 and get more classes from other places.
Plus, they can switch and mix with elements too.
One example i thought of is when Mui have to get the ninja class from the Tanuki people since most of them have the
ability to tranform and stuff.
Makes me wonder who's Mui's main antagonist is...:\

Well, we both know that Hibiki is Mui's rival. She definitely would not like the idea of Mui being popular or famous once her true calling became known to Mui and the people. However, after a while, I think Hibiki would have to concede defeat to Mui seeing as how Mui's true calling is far greater than anything anyone could have imagined.
Here's the 12 champions, powers, and weapons as I envisioned them:

It's capable of ricocheting off surfaces, flying at speeds that make it almost impossible to see. The only way to know which direction it's coming from when ricocheting is to listen VERY carefully. While able to detect even the faintest of sounds, the rat is very meek and timid, and prefers to fight with a distance between him and his opponent. He is the sworn enemy of the cat.

These claws can tear the flesh off of any prey, and can scale walls at a complete vertical angle.

With its keen eyesight and feather tipped arrows, the rooster may be loud and boisterous, but it never misses its mark.

Its three prongs make under water combat a breeze and contains the power of the seas.

Lazy and stubborn, the boar takes his time doing what he pleases. The boar's nose is extremely powerful, able to sniff out the most delicate of delicacies. The highest quality truffles, caviar, and fois gras are all the boar's favorite foods. He is also able to sniff out deadly poisons and can tell if even a microscopic piece of mold is growing in a loaf of bread. The boar wields the Nine-Toothed Rake of its ancestor, Zhu Bajie, one of the pilgrims that traveled with Sun Wukong on their journey West. This legend behind this rake is impeccable, and is said to be the only weapon that can match the Iron Staff of the Monkey. Like their ancestor, Zhu Bajie, the boar is extremely jealous of the Monkey, and will often squabble with him to prove who's stronger, smarter, etc.
Cat - Jack Of All Trades - Weaponless
On the day the cat was supposed to come to the Banquet of the Jade Emperor, the rat had tricked the cat as to which day the banquet was to be held. For this, the cat lost its place in the Celestial Zodiac, and would hate the rat forever for its treachery. To this day, the Cat competes to be recognized as a member of the Zodiac, and seeks to master all the powers and weapons of the 12 Celestial Animals of the Zodiac. With no weapon to call his own, the cat fights on with hope in his heart. He idolizes the Tiger and hopes to be as powerful as they are, if nothing else.

An avid swimmer, the dog is capable of swimming against even the mightiest of currents. The Trident, a mighty spear capable of incredible power under water, is wielded by the dog. Its three prongs make under water combat a breeze and contains the power of the seas.

Lazy and stubborn, the boar takes his time doing what he pleases. The boar's nose is extremely powerful, able to sniff out the most delicate of delicacies. The highest quality truffles, caviar, and fois gras are all the boar's favorite foods. He is also able to sniff out deadly poisons and can tell if even a microscopic piece of mold is growing in a loaf of bread. The boar wields the Nine-Toothed Rake of its ancestor, Zhu Bajie, one of the pilgrims that traveled with Sun Wukong on their journey West. This legend behind this rake is impeccable, and is said to be the only weapon that can match the Iron Staff of the Monkey. Like their ancestor, Zhu Bajie, the boar is extremely jealous of the Monkey, and will often squabble with him to prove who's stronger, smarter, etc.

On the day the cat was supposed to come to the Banquet of the Jade Emperor, the rat had tricked the cat as to which day the banquet was to be held. For this, the cat lost its place in the Celestial Zodiac, and would hate the rat forever for its treachery. To this day, the Cat competes to be recognized as a member of the Zodiac, and seeks to master all the powers and weapons of the 12 Celestial Animals of the Zodiac. With no weapon to call his own, the cat fights on with hope in his heart. He idolizes the Tiger and hopes to be as powerful as they are, if nothing else.

Taro's older brother would be named "Tora". Not only is this a cute play on words (Taro/Tora), but Tora also is the Japanese word for "Tiger". That might be a clue about something. Also, in my mind, Taro's brother and parents all have white fur. Taro's black fur comes from a recessive gene that is very rare when coming from parents, both with white fur. This somewhat made him a bit of a "black sheep" in the family.
Mui's sensei... now there's a good question. I picture an old woman type character traveling through Bamboo Grove and witnessing Mui's strength. Recognizing what it is, she calls a pupil to come to the village and attack Mui (as a means to test her abilities and make sure she's the real deal.) Once she's satisfied that Mui's the Chosen Champion of the Ox, she stops the fight, introduces herself to Mui and begins her training... whether Mui likes it or not.
Ryu-Oh is a very nasty character. He has visions of conquest and power. His ambition is so great, that he even dares to challenge the Heavens. Ryu-Oh was a candidate for the Dragon, but lost the position to his younger brother. Determined and fueled by ambition, he was about to leave the temple he trained in until he was confronted by his sensei who asked what he was going to do. Ryu-Oh responded that he did not accept his younger brother being chosen as champion, and that he was going to go and prove that his election was a mistake. To prove the Gods wrong, he would fight and gain more power, stealing the techniques and abilities from around the world and adding it to his own. His sensei said that the Gods would likely not allow him to do as he pleased. Ryu-Oh's response:

As for the Gods... their methods are not exactly known to mortals as they are primarily myth. However, legend and destiny show that they are indeed real, and many times a character will look to the stars to try and gleam what the Heavens hold.
Chosen animals are also not so much chosen by Gods as they are chosen by the previous champion who acts as sensei. Mui, however, is totally unaware of all this since she was just a baby when Nuam found her. However, what Mui doesn't know was that her father was the previous Champion of the Ox, and the original wielder of the Oushi Hammer. The Oushi Temple, where the Hammer currently rests, is hidden inside a cave near the foot of a large mountain. Next to the mountain is a beautiful valley with a bubbling river, grassy plains, and fertile land for growing crops. It was this village where Mui's father trained to be the Champion of the Ox, and was selected as the rightful heir when he reached 21. He guarded the temple and trained, hoping to pass down what he learned to a rightful heir someday. He fell in love with a lovely bovine gal from the village and married. The two had a child and named her Mui.
Shortly after Mui was born, the temple that Mui's father guarded was raided by an army of Ryu-Oh's forces, led by Ryu-Oh himself. He demanded the scrolls that contained the secret techniques and skills of the Ox along with the Oushi hammer. Mui's father refused and was ready to fight. He ordered Mui's mother to take Mui and run while he held off Ryu-Oh. Mui's father fought bravely, felling many of Ryu-Oh's servants and soldiers. He was nearly invincible with the Oushi Hammer. However, Ryu-Oh, seeing that Mui's father was no pushover, decided to step in and take him on himself. The battle was intense and it seemed like both Ryu-Oh and Mui's father were equally matched. However, having already stolen techniques from one of the other sacred animal Champions, he then gained the upper hand and delt a fatal blow to Mui's father. Determined to prevent Ryu-Oh from taking the hammer, Mui's father, using the last bit of strength he had, picked the hammer up and used it to break the pillars that supported the cave that houses the temple. This caused a cave-in, and Mui's father intended to bury himself, Ryu-Oh, and the hammer. Unfortunately, a massive rock wall separated Ryu-Oh and Mui's father, trapping him inside the temple, and allowing Ryu-Oh to escape.
With his last breath, Mui's father placed the hammer on it's pedestal, and then sat down, weary from his wounds from battle, awaiting his death. It did not take long as the results of the cave-in soon buried him completely under tons of rock. Meanwhile, Mui's mother ran for dear life with Mui clutched in her arms. Pursued by Ryu-Oh's troops, she desperately tried to escape. As she ran, she was bombarded by arrows and spears, some of which connected, but despite all this she ran and ran until she reached a large gorge. A tree had been felled to cross it, so Mui's mother ran across the tree and used as much strength as she could to kick it into the chasm, preventing Ryu-Oh's soldiers to follow. She continued to run, the pain of the arrows in her back being a constant reminder that she had to keep running. Crossing the mountain to the other side, she found a river that gently flowed down stream. On the other side of the river, a panda woman was doing laundry when she saw the wounded cow trying to cross the river, her blood making red stains in the gentle water.
Mui's mother gave Mui to the panda woman and said, "Please take good care of her. Her name is Mui." Those were the only words she said as she immediately went back across the river and continued moving. She knew there were going to be more soldiers after her, and she had to lead them away so they wouldn't find Mui. The panda woman did not question who the cow was, or why she gave her Mui. The look on her face and the wounds she had sustained told her all she needed to know. The panda woman took the young calf in and raised her as her own daughter. However, it wasn't just a baby calf with innocent eyes, unaware of what had just happened that this woman had taken in. Wrapped around the baby calf was what appeared to be old parchment. This parchment was the scroll that contained all the secrets of the Ox Champion. Fearing what might happen if this scroll were discovered, the panda woman buried it underneath her house so that no one might find it. She did not destroy it, nor throw it away as she knew that someday, this scroll would be needed again.
The panda woman's name was Nuam, and she prayed every night since then that Mui would never have to worry about being burdened by this knowledge so that she might grow up to be a normal, healthy girl.

Ahh, Suzaku and Genbu? I've had a few ideas for them as well, but that'll be for another story line down the road, I'm thinking.
As for Ryu-Oh's brother, his exact whereabouts are a mystery. His name is Kotatsu, and he currently roams the world with the katana wielded by the Dragon champion. This katana is the most powerful of the 12 weapons, and goes by the name "Ama-no-Murakumo-no-Tsurugi" which stands for "Sword of the Gathering Clouds of Heaven". This sword is extremely legendary, said to have been claimed by the god Susano-O when he slew Yamata-No-Orochi, the legendary 8-Headed Serpent. It is considered one of the Three Imperial Treasures of Japan.
When wielded by the Dragon Champion, it's said that this sword can slice through anything, even a person's soul. However, ever since Kotatsu received the sword, no one aside from his sensei and Ryu-Oh has seen him use it. Some doubters think that it's a fake sword, or that he's not the real Dragon Champion. However, those who have witnessed him firsthand know the truth. He's actually so powerful, he doesn't NEED the sword in combat. His fighting skills are so powerful that he never has to draw his blade. Only a truly strong opponent can force him to unsheathe it.
Kotatsu travels the world as though he is searching for something. Only a few know what or who he is searching for, but whenever he comes across a village, town, or city under Ryu-Oh's control, he always puts an end to the cruelty and injustice caused by whichever subordinate Ryu-Oh left in charge. He shows no mercy to those who do not show mercy to others. Whenever he appears, the wicked who know who he is cower in fear. It is said that his presence is so intimidating, that even demons would run and hide from him. Once he has defeated all of the bad guys in the city, Kotatsu leaves almost immediately to continue moving. He knows that if he stays in one place too long, Ryu-Oh will send more soldiers and perhaps even his entire army to capture and defeat him. This would put villagers at risk, so Kotatsu continues moving.
Villains who face Kotatsu usually die in particularly messy ways. He is the sole inheritor of the fighting style "Ten No Ryu Ken" ("Dragon's Fist of the Heavens"), said to be the most powerful fighting style of the 12 Champions. It is said that the Dragon's Fist of the Heavens is capable of creating miracles. It uses a combination of Chi, Chakra, Pressure Points, and 100% of a person's strength. Some of the moves are capable of making people's bodies explode, lose control of their muscles and act against their will, or even lose their mind. But just as Dragon's Fist of the Heavens can be used for destructive purposes, so can it be used for healing. When used gently, this style is capable of removing pain, restoring a person's memory, sight, hearing, and/or voice.
Because of its capability for creation and destruction, Kotatsu, the sole heir of this style, is often referred to in legend, by the people, as "The Savior Sent By The Heavens". When Ryu-Oh was denied this inheritance, he vowed to take what he had learned of Ten No Ryu Ken and make it his own style, and make it even stronger. He would make it a fighting style fit for an Emperor! When Kotatsu and Ryu-Oh's sensei learned of Ryu-Oh's ambition, he realized that he had to either kill Ryu-Oh right there and then, or chop off his hands. Ryu-Oh wasn't about to let his sensei do either of those things, and in a powerful fight, Ryu-Oh killed his own sensei in cold blood.
It was after that fight that Ryu-Oh began calling himself "Ryu-Oh" and began his conquest. Ryu-Oh was the runner-up candidate for the Dragon Champion position, so he himself knows just about all of the moves in Ten No Ryu Ken (Only Kotatsu knows and has mastered all of them). Since he began his campaign, Ryu-Oh has also added the fighting styles of many other animal champions, and then some, to his arsenal of fighting styles and moves.
When he attacked Mui's parents, he wasn't just interested in the Oushi Hammer, he also wanted the scroll that was wrapped around Mui when she was a baby. This scroll contains instructions and secrets for every move in Chikyuu No Ushi Ken ("Ox Fist of the Earth"). After the confrontation between Mui and Hibiki over Taro, she steps forward to inform Mui of her true past and how she's got to become the Ox Champion. She will teach her the Chikyuu No Ushi Ken, and is actually rather skilled in it herself despite her age. The reason she knows it is because she was Mui's father's sensei's wife and was there each day with her husband and Mui's father when he was young and training. She is the only living person who can help Mui train.
In addition, not only does she offer to train Mui, but Taro as well. While she knows full well that Taro has trained under the fighting style of the Tiger, "Ki No Tora Ken" (Tiger Fist of the Woods), she knows he is capable of much more since he is the Cat Champion. Oh I'm sure I can think of a few creepy critters and nasty baddies that Mui and Taro will run across in their journey. Once they complete their training under the Ox Fist of the Earth, it'll be time to set out and locate the other 11 Champions and find out what happened to them, and get them to band together to fight Ryu-Oh.
However, some of the Champions may have sided with Ryu-Oh, which means that if Mui and Taro find them, they will have to fight them. Some champions might also not want anything to do with either of them and will be quite stubborn. This will make Mui and Taro's travels rather complicated, but if they succeed in getting a Champion on their side, then they get a new traveling companion.
