I get a much more european style from her hat, and outfit, maybe French. Cowgirls didn't wear quite such low skirts, (not the FUN ones anyway) but I like the idea of two spiky hellish lawnmowers with glowing white eyes, presumably to hack a path through the bramble -take THAT frontier!
Wow, I gotta examine silhouettes more often. This really makes one think differently about the outline.
The hat looks a little Euro/Renaissance. Try making the center more peaked and the brim larger and more curled-up.
Bring the leggings lower just directly below the crotch to give a more chaps-like look.
Bring the bottom hem lower in the back.

Hat needs to be a little bigger, boots look to be a bit obscured and those are two very big things that signify a Cowboy/cowgirl. Also...guns instead of axes. Old West lore tends to lend itself well to various fire arms and bowie knives as weapons of choice. Whips work though too.
Think whip then if you can. Or Bowie Knives, those tended to be more common hand weapons during the time period and in the romantic ideals of the time period afterwards. That is if you have the time and desire to do so.
Consider making the hat bigger, but hanging behind her head with a strap coming down to form a sort of necklace. But the Cowgirl hat does tend to be as icon as cowgirl boots for a Cowgirl character.

interesting idea for the hat, the hat is only a plus, wont be the only option I'll send, since well in that game there is no such thing as hats, helms, caps etc, but maybe hanging from behind
as for weapons I dont think so since the only weapons are the ones you can buy in game again no fire weapons, nor anything thats not in game, I know what you mean I and totally agree with you but I have to stick to the rules :S

Actually I wasn't reminded of a cow girl at all. My very first thought looking at the head was Freya Crescent from Final Fantasy 9. Then I looked at the rest of the body and thought "some kind of Valkyrie that was derived from either a rodent?" then I noticed the lack of rodent tail and thought "well poo I have no idea" ahahaha Still, I can't wait to see the full body in the light. And if I missed it already then I have NOT been paying enough attention.

The hat needs to be a little taller and the boots need a heal (not a high heel) to give it form.
(I'm not sure what there called) Add some 'leather cowboy fringes thingys' on her chaps to brake the shape.
I would MAYBE try and add a kerchief or some Lasso-rope. That would be cool. But it could be too much and muddy your silhouette, so be careful.
