That was the idea, hehe. I wanted to illustrate how people 'normally' get invited to become werewolves since Logan's experience in the book was most certainly atypical at least in their universe. To keep the existence of weres under wraps generally they blend in and fly under the radar, and have a very careful screening process on who they let in. In general circumstances a werewolf has to notice you and refer you, and then you go through the testing. Provided you don't set off any red flags, then you become a werewolf. However if you end up becoming a problem after the fact, they do have a supermax and a set of retrieval specialists to bring you in by force, should that be necessary.
