You might want to talk to
jaggers for Flash animation techniques. Aside from that, you may also want to poke at
snapai for regular animation.
Beyond that, I don't think I could be much help. It LOOKS you don't have enough moving, to be honest, and you are depending entirely on tweens from 8 pieces (two each arm, 1 hand, 1 hand+gun, bullet, and head) which doesn't allow for a lot of flexability. So it seems a bit off.
Animation design decision-wise, I would have lengthened the animation slightly by slowing the movement of everything except the hand with the gun, keeping it at that speed while bringing it up farther, then holding a bit before letting it fire.
This is a good start, and better than I could do myself. However, it's a start, and needs polishing.
