Seen here posing for the camera in uniform, and with his alto saxophone, the beloved Ross II, also known as the superhero Regal Rat, was the final monarch of Ratatat prior to its destruction. Note he is posing inside the throne room of his castle. Here's the bio on him:

Former Occupation: The reigning monarch of the planet Ratatat, and conductor of the planet's royal symphony orchestras, concert bands, and drum major of the marching bands
Current Occupation: Bodybuilder, saxophonist on the musical payroll system, but he is not a Drumbum Rat. He plays a bit of classical guitar, and has conducted various world symphonies.
Appearance: Large and muscular rat with purple eyes. He wears a red royal robe and a golden crown, and as with several other Forsythian planets' populace, he likes to pad (go barefoot), so soldiers and musicians in his presence would also pad. When acting as a conductor, he wears a black tuxedo with black bowtie. When acting as a drum major, he wears a navy blue uniform with silver epaulettes and stripes across the chest and down the arm sleeves and pant legs. Though not a Drumbum Rat, he will do as they do in terms of being a bodybuilder, so don't be surprised to see him in only a speedo or swimsuit, or at least being shirtless.

Battle Uniform: Brown and white traditional form-fitting outfit with brown boots, mask, belt, cape, and gloves. In the center of his chest is a picture of a rat's face with a crown on his head, which is the same image found on Ratatat's flag.
Superpowers: Super speed, super strength, flight, X-ray vision, high jump, super-hearing, and earthquake stomping ability. (In other words, he can stomp and start an earthquake that is only felt by his enemies.)
Bio: Ross II inherited the throne upon the death of Ross I, who had succeeded Ramses VIII, the king that had tried but failed to save the rats that became the Drumbum Rats from the corruption of his own government, who enforced eminent domain on the space that they were living at the time. Ross II's reign was a reign the planet considered the most peaceful, because he came to the throne two years after the end of the Golbarkan Wars, and his planet didn't have many if any major conflicts. He reorganized the structure of the government so that it was more like a constitutional monarchy, even though he was absolute.

He also assigned a science research team to investigate how CNG affects an individual for better or for worse. One experiment backfired, however, even with all the protective equipment every rat was wearing, so the experiments had to be abandoned. It did, however, give the rats all the answers they wanted: CNG is too unpredictable, and it does more bad than good, but it does know who truly is good and who truly is evil. It gave Ross the superpowers he has now on that very night.

More recently, the planet of Ratatat began to suffer similar destructive sufferings in similar manners to how CNG eventually destroyed Leonine, Bengalia, 1776, and several other planets. As a result, the all-dog planets of Golbarka and Dingoxia are the only two planets left, since Ross II eventually ordered a mass evacuation. Not all of Ratatat's rats made it to Earth, however; some ended up in Eterna. Because of this, he and Snare Soldier are the only RG-52s, and Super C respected his wish to not proceed any further. However, the rats who did come to Earth helped prove that the Earth doesn't have the overpopulation issues the liberals claim it does.

Like the Monarch Major, Regal Rat is not a Drumbum Rat, even though he fits the qualifications. Unlike the Monarch Major, he plays the saxophone, and doesn't have the tendencies to go around naked. He does, however, perform with the DJA, or Drumbum Jazz Ambassadors, and is employed by the musical payroll system. Many of his pieces have a piano accompanist.

"Regal Rat" is also the name of a drum cadence written by the Snare Soldier played to honor Ross II. The two had a discussion upon whether or not to use that as a codename, and in the end agreed that it would work.

Ross's favorite color is navy blue.
