Not actually--recall, Jinjur wants Vyschuss to be Duchess, as long as she herself can be Generalissima. They discussed it back in the Officer's Club scene. This is the arrangement they've told the lions; the lions don't need to know about the duel, and Jinjur's challenge to Kathy, unless they ask about it directly.
