Better run fast and get those balloons replaced. A day running around outside in the sun with many other people going to-and-fro would lead to a few environmental and accidental pops. The sun oxidizing all that latex leaves them ready to go off at any coaxing.
Foxenawolf did a lovely job with this. While I didn't have any motive behind getting this save the silliness of such a uniform going off, I'd wondered if this would be too close to any kind of kink work. Thankfully not in her opinion, and I got a funny little piece out of it.

It's hard to be a nonpopper and have to come to terms that all balloons oxidize and pop some time. Though professional decorators sometimes use what amounts to balloon sun screen to keep them fresh and shiny in the sun. https://www.amazon.com/Balloon-Shin...../dp/B001AVN7YE

Balloon shine does work wonders and from my limited experience works well when I need things to last a little longer. I used to be a lot similar when I was younger too, hating that each inflation of a balloon was pushing it closer to its end. I guess I grew out of it and tried to enjoy them more while I had them.
As far as getting it replaced, she should only need to fill the spot where the original was tied on. Being that far back though, she may need some help.
