I've been trying a couple different techniques to do scales. The head was by hand. For the coils I made a simple mesh and registered it as a material. Then I select an area of coil, and a little extra, and drop the material into it. I roughly align it and resize to match. Then I change it to a raster layer and use the transform tool to wrap it around the shape.

I just learned how to make my own brushes, so I'm planning on trying a few scaled brushes, along with some material meshes with some improved scaling on my next attempt.

Hehehe, I was thinking maybe you had made a scale texture with transparency and were using something like Puppet warp on it.
