In my humble opinion, any attack that involves using wings to deal damage should have it's power multiplied several times when utilized by Lugia. This is because I picture Lugia essentially swatting most other Pokemon like flies, reducing them into a fine red stain on the ground, accompanied by a horrific sonic boom-like sound.

I suppose you could do that... then again, what you speak of would essentially turn Wing Attack into a slightly less powerful, but no recoil version of Brave Bird. Becides, I wouldn't waste a move slot on that when Lugia's true prowess is the ability to wall out some of the game's heaviest hitters and roost away all the damage. ^_^;;
