I grew up on classic, have almost every episode through Tennant and a few Big Finish pieces, have met several classic and new-who actors...and I agree with you. I had high hopes for Capaldi but the writing and direction left a lot to be desired...the past couple of seasons I haven't even been following more than an occasional episiode (though in part due to my schedule).
I wish I had your optimism, but Chibnall is not the problem; He's a result of the situation. I've said it before, and I'll repeat it. The Doctor's greatest enemy isn't the Daleks, Cybermen or the Master, but the BBC. It's common knowledge that when Capaldi took the mantle, being a massive Doctor Who fan, he wanted to stay there for a long, long time. It was the BBC that forced him to leave so that they could place Chibnall and Whittaker there. There needs to be a regime change at the very top to be any hope of saving the Doctor. Until there is, they'll replace Chibnall with someone else who ticks all the right boxes.
I have been following what's been going on, and the BBC has been trying to fix things quietly behind the scenes the whole time, and there is indeed a new head of the BBC, who has said he wants rid of the "woke culture"
In the BBC, the shows director has total control over the production of a show. Which includes hiring and firing. Chibs first order of buisness was to fire almost everyone working on the show. Including many people in key positions that had been with the show since the reboot, and replace them with lackies and people from political drama, stage plays and soap opera backgrounds. Those he didn’t fire, quit. It is fair to assume based on his choices, that he hired based on weather you had the “correct” political opinions, rather than if you were the most talented person available for the job. That’s why the music, set, prop, costume, editing, direction and writing, all took a massive nose dive in quality off a cliff.
The BBC tried to replace Chibs after his 1st seasons terrible reception. But Jodie intervened and saved his job. (because the BBC could not be seen to fire the 1st female doctor after having made such a huge deal about it.)
The BBC then tried throwing money at the problem, but the scripts remained awful.
The BBC increased the budget again. And they started shoe horning in multiple overseas shoots per episode, in multiple countries, while claiming that the lack of money was why the show was doing badly …(okay, they are clearly using this money to go on holiday)
After that, the BBC instead started to interfere directly with production, and production quality finally started going up. With them calling back everyone who wasn’t Jodie to do reshoots of the last “seasonal special.” Which showed a marked improvement in overall quality. But by that time, everyone was so angry with how bad the show had become, no one noticed.
Finally, Jodie, under pressure from her agency, quits as the Doctor. Removing the protection she’s been using to make it impossible for the BBC to fire Chibs… Oh look, Chibs is leaving too. I wonder why…
So with Chibs gone, the BBC can put someone in charge who is actually talented, who will have the power and authority to do a clean slate of the Doctor Who production team.
