My thought on this is that, if this continues for more than a very short time (which looks likely), the hoarding will end, because people can't be using it at a much higher rate than usual (use for masks, extra use of home supplies due to people not being at work, etc. not being sufficient to keep it at the current level).

I think that the most interesting thing about the toilet paper shortage is that it's (as far as I know) entirely cultural. People expect a shortage, so they buy a lot, justifying the expectation, leading to more people to buy a lot, and so on, even though there's nothing inherently special about toilet paper. (It's also sort of funny how much of our culture has suddenly come to revolve around toilet paper.)
