Anyone can draw worth beans...
(provided they're drawing beans). ^_^
Besides fur sheer drawing skills, running any art piece through a good art program can make a world difference as well.
The GIMP, Paint.NET, Art Rage, and Twisted Brush are but a few of the freeware art programs out there.
Then there's of course the trialware program Open Canvas, and the ever popular Photoshop.
Also, the alternative to Photoshop, Paint Shop Pro... which, like photoshop, is also not freeware. And, of course, Flash MX (Flash creator software) which again, is not freeware.
I myself start out with standard ruled notebook paper... but, when handled right under Photoshop (at least my version anyways... Photoshop 7) one can remove those usgly blue lines, and make the whole image look darker, more detailed, and refined.
A jpeg can also be re-saved under the max resolution... thereby making a lossless Jpeg.
When an image is in lineart form, it could even be save under the more color limited (256 color) GIF format, or other non Jpeg formats like PNG or .bmp.
Plus, painting over the paper texture with white digital paint using the feature "fill are with color" both inside and outside the lines helps reduce the paper texture look to certain paper types when scanned.
I think it always makes great sense to start out with lineart, then do all touch up work and coloring it in through an a good art program of some kind.
Art definitely is anything but easy, that's fur sure. Is all about so much in the way of patience, persistance, a steady paw, and a keen eye fur detail.
And, like with anything in life, practice makes perfect. (Or, at least better). So, never give up!

lol... yeah, I intentionally like to go out of my way to act a bit goofy or weird online.
Hopefully, I'm half as funny as I'd like to think I am. (But, *shrugs* I don't know).
Anyways, no prob about the encouragement. I never got a lot of that coming up in life.
And, see... the thing is, no matter how talented anyone is, is you don't believe you can do it, then you can't.
Encouragement never hurt anyone. But, switching topics... so, you wanna go with the whole "natural" look.
*Nods head* Alrighty then.
Much like the ditchdigger once said to the ground, "I can dig that!" ^_^
