Heh, it's funny because I do get this feedback from time to time when I decide to show the eye over the hair. ^^;
The long and short of it is because without it, the eye barely peeks through and creates a very lopsided effect. (Trust me, I've fixed ones like this)
I could go the full coverage, only-one-eye look, but I personally prefer the balance of two visible eyes when possible. :)
