During the "golden age" of superheroes, when Saturn City was defended by the hero group the Frontliners, there had never been a true "super villain" among their enemies; mainly fanatical criminals with costumes or mob leaders. Things changed however when a new mob boss had begun to unify the separate gangs, calling himself the Dominus; after the heads of households in Roman culture. His real name however was Orlando Trimboli, an immigrant who had developed mental abilities unseen from his family.

Obsessed with making himself the "Caesar of Crime" in Saturn City he used his powers to sway many criminals under his organization before become a truly potential threat for the Frontliners. Over the years they had many battles, the Dominus only ever being caught and arrested once before escaping. As time passed and the Frontliners eventually dissolved the Dominus still remained active for only a year longer before seeming to disappear.

While he has not been seen many still believe the Dominus controls his criminal empire from the shadows. Theories speculate from him awaiting the return of his old foes to perhaps playing some grander game.
