This grey fox is a patient at a mental asylum. Judging by the restraints that he is forced to wear and the worried look on his face, it's likely that he was involuntarily admitted. The straightjacket and muzzle are a part of his dress code and will wear them for the entire duration of his stay, which is most likely permanent. The muzzle will keep him silent while the straightjacket will make sure he doesn't harm himself or someone else.
