Actually she is a much more complex character and more opposed to goverment than stands for it. From the beginning of her life she relied on herself and grew up on the streets of the planet, where the governments did not actually exist, only big criminal gangs with power comparable to the power of some states. However, it can hardly be said that the officially assepted states in this world are much better, in many respects they're worse.
