Oh definitely. I am an old style, home brew,’ tabletop gamer. I have to have my ducks in a row before the adventure,’or story can begin. I tend to run games as a sandbox GM with simulationist, war gamer tendencies. As a story’s roger, Inam utter crap this was an exploration about the future of the world Asheru is from. Just exploring a modified time line. Fun for me. Hope you all find it interesting.
Everything is pretty loose, and when put on, itl;s always a little higher on the body, then tugged down into plate to flatten the fur. The sandals are a lot like Japanese Geta and coule be made of wood if need be, but the stackeed leather follows European construction methods, as well as traction expectations. Good eye,.
To my thinking, accommodating the tail with a skirt (and some pants) can be:
* over-only (difficult if the tail tends to be lifted)
* under-only (usually with some sort of top)
* layered over-under (full skirt goes under, short skirt goes over)
* wrap-under (a slit from hem to tail, with panel/flaps crossing under the tail)
* wrap-over (a notch coming down from the waist, closed by a flap or belt going over)
Do you have any other solutions (that cover properly)?

You covered most of them. For pants you have separate legs held up by a belt, with a fundoshi type undergarment that fits under the tail but belts (ties) over it. You then have trousers that split in the back and have a button tab or tightening brace over the tail. You can also dispense with the tab if worn high with suspenders. With skirts, the current fashion is skirts over the tail so not to display female tails like a common whore. Males can display their tails freely. So unlike in Asheru’s time when females wore the full skirt under the tail and layered a small skirt or wrap over it. The current fashion Mimics the human fashion of skirts appearing without tails. Younger lupine females may wear shorter skirts to display a tail tip. Petticoats however are paneled and split over the right leg so as not to make running difficult. Some females wear a single layered skirt, with a half height split to go hunting in. High born ladies, will wear what mimics the latest continental fashions where even their feet may be obscured from view.
Culottes could work, though dominant fashions would dictate wear Bare legs below the calf would re-introduce the burrs and seeds problem, and having them thread the gap and as in the case of some seeds work up the leg would then resume the use of leg wraps (puttees). However as the years go on, fashions would change.
It's a point some world builders miss -- that "ethnic" things (food, fashions, customs, etc.) often spring up first due to external conditions before they become traditional images. (In the case of food, it's making the best thing you can out of what's available to the common folk.)
Well yes, but most cobblers are smart enough to check the length. Those tat aren’t have bite marks. Also Hobnails are a country thing, as they are hell on floors ( gouging wood and super slippery on marble and slate. They may adopt rules like the Japanese, where they remove their sandals indoors.
Yes there is slavery in the empire, but interestingly it does not include lupines. The empires predecessor state, tried to enslave lupines in the past, but it didn't work out. Lupines do badly in confinement, or forced labor situation, where they stop eating. So after that, they were simply killed, often pelted. This continued into the Empire, especially in response to the depredations along the empire's eastern border, from lupine cattle raids and attacking farms and vineyards. This stopped with the rise of the new religion, which recognized Lupines as people, and that began the urbanization of a segment of the Lupine Population and integration into Imperial Society. Barbarian Lupines still exist, but those at the fringes of the empire are often paid off, or trade with the empire, so don't see the empire as a problem, much. More isolated barbarian groups still fear the humans, as they still speak of the hunting and pelting days, and have moved away from human controlled lands. These groups tend to be hostile to outsiders. The other relic from those days is derogatory insults. Rug for Lupines, Stink monkeys/apes for humans.
