You’re right I believe. I’m not really certain about the exact rules surrounding the selling of fan art but the safe play is not to.
Which sucks because countless artists sell their prints with well known characters from anime and shows at conventions and even online through Etsy and such.
This seems to be a huge grey area and I wish the rules were clearer somewhere, anywhere, about this. :(

Companies don't have the time to go after every single person selling prints of their characters, so maybe that's why some people can get away with it.
I think most animation studios would simply ask you to please refrain from selling merchandise using their content if nothing more severe as the first strike. I don't think they would give you permission if you asked, but it wouldn't hurt?
