Introducing characters from left to right: Varrek, Lorsilgortha, Valerion. Here's for setting in stone details of lore shaped out between these characters, now aimed for finalization from my previous inconsistency. (I want to play this setting out for tabletop DMing badly sometime.)
The deal between the three? The all of them hail from the Tribelands, of a setting called 'Dragonlords' until I become more creative with names...
Laid between the two chains of sky-piercing northern mountain, the Valley of Mists harbors the fallen races and outcasts of the world, tribes dwelling beneath conifer trees crowded together or delving into ore-wealthy hill caves, for this harsh land has been tamed only in small portions. Otherwise there's a land dominated by fantastical predators of wildife and an ancient magic poisoning the soil.
Horus Karressian, the Red Warlord pursues the legacy of his grandfather, last great red wyrm to have lorded and titled the King of Tribes. Slain by the hand of the elvish Wizard King far away at the tower of Trogmundus, during the War of the Serpent Tongue. His wounded and withdrawn mother still holding de-jure title of Queen where she remains in the family hold, Maurghold, hypothetical capitol of the realm for the time being.
Lorsilgortha the Blue, Dragon Lord of Vymvarkan, ancient site of gathering and dragonkind's cultural crucible, and like most other free cities it was shaped on top of dwarven ruins who first claimed the land. Now lorded over by the ancient dragon bloodlines, who preserve the privilege of safekeeping for the ancestor dragon magic and arcane secrets, sustaining their power.
The dragon lords of their city states each one takes pride for their own in their halls, posing the sole noteworthy civilization around in these parts. Warded off behind stone walls of dwarven people, and protected by dragon magic, they prevailed the many wars of the ages. However, long have those lines fallen weak to decadent lifestyles and the arrogance of their own egos. Served by dwarves, kobolds, and half-draconic breeds who seek out protection under dragon governance.
These lords come with a tendency to follow the greater appeaser of needs that suit them, which every now and then has lead them into the election of a King, like the last recalled great red wyrm. The young Lorsil came to inherit lordship only recently and unexpectedly, which happens at times in wild lands.
Varrek has made young Lorsilgortha his prestigious hostage. However, appearances may deceit. Lorsil knows fairly well, he could wield magic enough to compete and contest with his party. One could assume the two have reached some sort of appeasing deal, so that for the time being, the dragon lord accepts his humiliating captivity by the petty half-dragon bastard and insolent claimant of kingship. Time given, the possibility attracts for the beginning of a profitable relationship.
Valerion, once a Mage of Melindor, called to be the shameful brass dragon bastard to the elven lord of Erys. Independant wizards can be considered precious gems, only even more rarely spotted comes an arch-conjurer. Insatiable curiosity has lead the gregarious wizard into the pursue of the unknown and tapping into the forbidden. Certainly there was no coincidence between the practice of a potentially calamitous nature and the deviation from the mage guild of Melindor.
For an uncounted span of years at this time, and an unknown lifespan thus far, the secretive wizard had passed through the realms and conducted a form of personal investigation for the unravelling of what is believed conspiracy of magical nature and threat to a global scale, or at least according to the wizard's perception. Running into the more tolerant Clan Karressian, the two parties have quickly concluded to some loyalty agreements when Horus has pledged his support and goodwill in a quest that lead to the discovery of Valerion's staff, embellished in a cluster of crystals in many obscure attunements to different planes of existance. Since the time, the two remained bonded.

No, for you see. History is recorded categorically for eras of the world of Norsos.
The First Era describes the obscured and mythical timeframe, from the beginning of creation to the first records of civilization, by which the second era resumes.
The Second Era, oldest known in the word, describes an age of dwarves, as evident by the leftovers scattered all about the world. It suggests there was an age where large dwarven empires built wondrous machines and enduring architecture of gigantic proportions. Dragons, if they existed, might have served in nothing more but mere draft animals to dwarven civilization during this forgotten timespan.
The Age of Dragons came after, and it is open subject to speculation of what exact calamity has befallen dwarven society during the summit of their world dominion. Some claim they left for the stars, other versions base around ideas of justice brought by the gods for the insolent defiance of nature. There's much room. But past that point, all that remained of glorious bearded folk was a mere exsanguinated remnant.
Naturally not few clans adopted savage ways in the urge for survival like you've described it, but in some locations, like the Tribelands, they found ways to make do under their new masters while preserving the old ways. Most other realms have driven them to the threshold of extinction, for reasons like theological debates whether if dwarves and their deities link to the forces of evil, superstition, etc.
I like to implement them more in the ways of J.R.R. Tolkien's dwarves, who can teach of wisdom and honor. And not unevenly struggling here.

Essentially the need for survival has molded all these otherwise undesirable races closer together in this harsh but huge valley, their last refuge so to say.
I like referring to Skyrim for an apt analogy. Here there are dwarves instead of Nord, with the other half of population consisting of draconics, numerous Kobolds in particular, hapless little fellows since they breed rapidly and become the primary nutritional source of a particularly predatory wildlife (behirs, spiders, savage dragons, feral lizards, worms, etc).
Both get accepted to some degree by the dragon lords, ruling like Jarls in their stone cities and regarding themselves as the most sophisticated pinnacle of their entire kind in their hubris.
It even clashes in civil war as similar to Skyrim's Stormcloaks. Here, the War of the Serpent Tongue marked the whole continent for conflict, and war didn't just end in the northern parts of it with the slaughter of the Wyrm King. But some parts of dwarven population were inclined to defy the injustice of some of their draconic masters during the Hammerhead Rebellion, winding up in the destruction of one of the ancient cities with an unknown magical force involved. At the same time, the elvish advances seems to have stopped, as the elves were affected by some sort of magical plague of unknown origin.
Regardless for whether or not both events share the same origin, some lords suspect the dwarves received help from foreign powers in the destroying of the lost city of Lysinthul, and aim for abolishing dwarven rights and reduce them back to mere slaves. This allied side reconsiders ancient draconic customs and tradition, seeking their re-enactment.
Whereas Clan Karressian, once approved as kings, have embraced the leader of the dwarven rebellion, Kráin Hammerhead, and promoted more equal rights. And whereas the anti-dwarven side seeks more defensive strategies and isolation, Clan Karressian pursues more liberal agendas for the homeland and more aggressive strategies for war. They want to reform the land but also look strong to the outside.
The minorities were a key component to the old King in ruling with strength, as he created a fair balance between all things, that ended up being sabotaged. Still, weighing the importance of all folks in the realm has imprinted as a lasting ideal to all the members of Clan Karressian.

Valuable but questionable allies, who await being showered in generosity over the question for which side they will choose.
