This is one if my very first tickle requests. (thanks wishfoot) Ever since I saw Tokka get tickled in the first movie, I have always wanted to see him get tickled again, and now I can and more.
After the loss from the Turtles during the first encounter from the second film. Shredder saw fit to punish the new mutants with a device that he created. The abducted scientist had informed him that the mutants had developed strong sensitivity when they were created. The machine's use was both cruel and ironic.
