They remain themselves, because they were supposed to transform quicker, should they stay exposed to the tube longer. They encountered its radiation for the first time, but they quickly left as soon the monster was around. Short exposure or a tiny dose of tube radiation has to spread across the affected body, taking a month or less. A month later, radiation took over the duo's bodies, causing them to heat and transform. A quickly mutated person will almost instantly feel the urge to transform others with radioactive tubes.
Ramsey and Zack haven't developed that urge given it took them to transform for a month, therefore they have to have that urge for another month.
