Kinda reminds me of Inspector Zenigata from Lupin the 3rd. He chases Lupin, is frustrated by him, but has an honor code about catching and not killing him. Even works with him on occasion to take down the real evil criminals. Once when Lupin even gave up on a score to save Zenigata's life the inspector cleaned the slate by letting Lupin get away with the theft the next time.
