This, my little friends, is a giant candle-snuffer!
According to the engraving on the concrete dais, it was "wrought by the deceased in 1810" and "repaired by his son Z. Howe Jr., M.D. in 1841".
Apparently a friend commissioned Howe, a metalworker, to design a monument for himself.
At first, the snuffer contained 2 pieces of marble inscribed by Samuel and Silvanus Tingley. They've since been replaced with the cast inscription here.
