They are those glitter gel pens! Off the top of my head I can't remember the brand but they're the ones I see around in stamp stores a lot. Sakura maybe? The pen itself is a frosted clear plastic and the cap is rounded at the top. I just uh... go over and over and over again on the glitter areas so there aren't any gaps. :)
