In valicia, there's strict regulations on the sale of sentient pets; animals that possess capacity to reason but lack the means to live a normal life within civilization, or animals that just want to live a life being loved and cared for. the regulations are even more strict on anthropomorphic pets. in the case of kobolds, there's rights and laws that prevent people from abusing them, especially when it comes to kobolds that are grown and sold as food. they're expensive! at least if you buy them legally...
kobolds grown as livestock and pets are very well aware of their destiny and accept it with open arms- so long as they're respected for who they are. but you wouldnt spend that much money just to eat them for dinner, right?
