The Commissioner's badge is different from everyone else. I'm thinking that the ranks above Inspector should have different badges too (they'll look like the Commissioner's minus the lance). The Watch do not have badges, but the emblem is sewn on to their clothing.

I'm inclined to agree with Mitch. Millicent comes off very nicely in these drawings. And a little side exposition never hurts, just to keep things clear and the story on track. I also like a bit of world-building.
