Hee! Those aren't veins. Those are cracks! Or, heh, fissures!
The dermis of his pads are so thick, that when they get dry, great cracks form in them from the stresses placed on them by the dragon's massive weight. The skin of the pads is greater than a meter in thickness, so the cracks don't penetrate down into the more sensitive areas of the dragon's foot. The dermis itself lacks feeling, the dragon able to only feel things he steps on that are large enough or able to withstand the weight enough, to be able to push up against it. It is supple, as well. But the feel of it is as if the great pads of his feet were paved with horses' hooves. They are exceedingly tough and durable.
