This is referred to as a Yakutian knife. It is a more traditional knife of the Yakut people.
The main use of this is basically a multi-functional tool. I plan to use it mainly for wood working, since it has a very special shape to it that allows the user to make more scoop like carving strokes.

If the viewer could direct their attention to the bottom left panel, one may see that it is curved upward near the point. This also allows for better scooping, or digging into the wood.
The fuller is to make the blade lighter as well as make the sharpening a bit easier

If the viewer could direct their attention to the middle right panel, one could notice (I can notice it better in person) that the entire top part is concave. This allows for a better cut into the wood so that the knife acts more like how a bowl makers adze would work.
