Yup it is, the city is surrounded by huge walls guarded by police officers and cameras. And all around the walls you have what's rest of an older part of the city, a no man's land. The walls prevent dangers from coming in, and of course, citizens from getting out. The AFF though, at some point, will have to find a way to get to this no man's land to install new headquarters, and that's what we can see here.
There isn't supposed to be anyone alive outside of the city walls, at least that's what the governor tells to the citizens of Angel City. But it's never as simple of course. So if anyone was out there, they wouldn't know anything about the AFF, they'd see them as a potential threat. ^^
