He doesn't want to have to use his herbs and pickled medicines these dire times. Salamanders that roll around in the mud are not exempt from the law.
This is a threat.

But in all seriousness, be safe out there! Wash your hands when in public every 20 minutes, avoid touching random objects outside when possible, wash your clothes and hair as soon as you reach your place of residence, and remain indoors as much as you can.
